Harold L. Cohen was Dean of the School of Architecture and Environmental Design at the State University of New York at Buffalo. He was Project Director for The Entertainment District Project, commissioned by the City of Buffalo in the late 1970s, which ultimately led to the creation of the Theatre District and Plaza of Stars as it stands today.
